Public referendum announced on jurisdictional composition of Addu city aiming on the constituencies of Hulhudhoo, Meedhoo, and Feydhoo

The Elections Commission of the Maldives has announced the conduct of a public referendum on the jurisdictional composition of Addu City, in relation to the constituencies of Hulhudhoo, Meedhoo, and Feydhoo.

The announcement follows Presidential Decree No. 27/2025, issued by His Excellency Dr. Mohamed Muizzu, President of the Republic of Maldives, under the authority granted by Article 115(p) of the Constitution of the Republic of Maldives and Section 4(c) of the Public Referendum Act (Act No. 15/2025). The decree declares a public referendum to ascertain the views of residents regarding potential changes to the administrative and jurisdictional structure of Addu City.

The issuance of the decree follows multiple petitions submitted by residents of Addu City, requesting a review of the current administrative composition of the Addu City Council and proposing that separate councils be established for Addu Hulhudhoo, Addu Meedhoo, and Addu Feydhoo.

In accordance with the decree, the referendum will seek the opinion of residents on whether separate or combined councils should be established for the constituencies. The questions to be posed are as follows:

For residents of Addu Hulhudhoo:

  1. Should a separate council be established for Addu Hulhudhoo?
  2. Should a combined council be established for Addu Hulhudhoo and Addu Meedhoo?

For residents of Addu Meedhoo:

  1. Should a separate council be established for Addu Meedhoo?
  2. Should a combined council be established for Addu Hulhudhoo and Addu Meedhoo?

For residents of Addu Feydhoo:

  1. Should a separate council be established for Addu Feydhoo?

The referendum will take place on Saturday, 25 October 2025, with polling scheduled to open at 8:00 a.m. and close at 4:00 p.m. Vote counting will commence 30 minutes after the close of polls, and provisional results are expected to be announced on Tuesday, 28 October 2025.

Separate ballot papers will be issued for each constituency. Registered voters in Addu Meedhoo and Addu Hulhudhoo will respond to two questions, while those in Addu Feydhoo will respond to one question pertaining to the proposed structural changes.
